I bet it is there for a reason. The Rules say, "2. Never advertise any server on the forums." The Affiliate is on the Home Page, so I don't believe it is affect, but Uncalled is the Owner of this Site and has Free will to what ever he decides for this Site. I would like to know more about that Server also, and why are we Affiliated to them?

We're affiliated with them because it's a new server who payed for our affiliation. I got on that server and it's pretty decent.

to be honest they say 24/7 and its not on i cnt even get on it ....

If you think about it, any Server, even the best of the best, are never on 24/7. Every Server has their Updates, Lags, and Restarts, but most people don't think of that. They could be down for an Update or even from a stupid low life thinking they are cool to Crash a Server.
